Governance
Ajay Agrawal is the founder and Managing Director of APARC. An experienced urban planner with deep expertise in city development, spatial planning, and socio-economic research, he has led APARC's growth from an Ahmedabad-based consultancy into a nationally recognised planning firm working across 23 states. He brings strategic vision, client leadership, and technical depth to every engagement APARC undertakes.
A retired Indian Administrative Service (IAS) officer, P K Ghosh provides strategic and policy guidance across APARC's flagship engagements. His experience at the highest levels of state and central government gives APARC's work a policy credibility that few consultancies can match — particularly in assignments involving government scheme evaluation, institutional reform, and inter-departmental coordination.
Utpal Padia brings over three decades of urban administration experience to APARC, having served as Deputy Municipal Commissioner at the Amdavad Municipal Corporation (AMC). His deep understanding of municipal governance, urban finance, and local body operations is central to APARC's advisory work with Urban Local Bodies across Gujarat and beyond.
A retired officer of the Indian Forest Service (IFS), Mahesh Singh leads APARC's environment, forest, and ecology practice. His decades of hands-on experience with protected area management, biodiversity conservation, and forest policy bring rare credibility to APARC's ecological assignments — including Wildlife Management Plans, Eco-Sensitive Zone studies, and coastal zone management projects.
Ms. Rinku is a Commerce graduate with extensive experience in institutional management and organizational administration. She plays a key role in guiding the organization's strategic direction, strengthening operational efficiency, and supporting the effective implementation of projects and institutional initiatives.
Priya Mishra leads APARC's research portfolio and programme management functions, overseeing the client relations, government advisory, design and execution of projects, socio-economic studies, and tourism project. She brings rigour and structure to complex multi-location assignments, ensuring data quality and timeline adherence across the board.
Nisha Sharma heads APARC's field operations, managing ground-level survey teams, community engagement processes, and regional coordination across multiple states. Her leadership ensures that APARC's reach is participatory, community-sensitive, and of the highest quality..

APARC in News
In efforts to promote homestays of Gujarat, a one night two days exposure visit was conducted by APARC Pvt. Ltd. under Gujarat Tourism for Tours and Travel Operators of Gujarat. The exposure visit aimed at promoting business undertakings between Gujarat homestay owners and various tours and travel operators. The event was successfully carried out as various MoUs were signed between the two parties.
Gujarat TourismAPARC conducted a Training Programme on Gujarat Water Supply And Sewerage Board (GWSSB) Software at GJTI (Gujarat Jalseva Training Institute), Gandhinagar. The programme aimed to strengthen software adoption among water utility officers and administration staff across Gujarat.
GWSSB / GJTI GandhinagarHomestay Training and Awareness Programme under the 'Homestay Policy by Government of Gujarat' was conducted with the support of Tourism Corporation of Gujarat Limited (TCGL).
